10-day Special Time Charter

The Military Sealift Command Norfolk (MSC) has issued Sources Sought Notice N32205-SS-PM4-25-109, a Request for Information (RFI) for a 10-day underwater salvage operation. The MSC is seeking Jones Act qualified, U.S. Flag, self-sustaining Vessels of Opportunity (VOO) to retrieve aircraft along the East Coast and Atlantic Ocean. The vessel must be capable of installing a U.S. Navy-provided Diver Launch and Recovery System (LARS) and supporting deep ocean salvage operations. Key requirements include berthing for 25 personnel, 10 days at-sea endurance, a crane with at least 70,000 lbs SWL and a 190-foot reach, 7,000 sq ft of clear deck space, DP-2 station keeping, FIFI-1 firefighting, and accommodations for up to 31 mission support personnel. The operation is scheduled for September-October 2025, operating out of Joint Expeditionary Base Little Creek, Virginia. Interested parties must submit vessel details, a MOSHIP Survey Checklist, previous certifications, daily charter rate, company information, business size, and an active SECRET level facility clearance by September 8, 2025, at 1000 Eastern Time.
