Fiscal Year 2026 Pre-Disaster Mitigation Grant Program

This Notice of Funding Opportunity (NOFO) announces the Fiscal Year 2026 Pre-Disaster Mitigation (PDM) Congressionally Directed Spending (CDS) Grant Program, administered by the Federal Emergency Management Agency (FEMA). With an expected total funding of $189,713,659, the program anticipates making approximately 125 awards to fund cost-effective hazard mitigation projects, planning-related activities, and project scoping. Eligible applicants and subapplicants are specifically identified states, local governments, and federally recognized tribal nations designated in the Department of Homeland Security Appropriations Act’s Joint Explanatory Statement. The primary objective of the program is to reduce natural hazard risks to people and property, safeguard critical infrastructure, and decrease reliance on federal funding for future disasters. Applications must be submitted through the FEMA Grants Outcomes (FEMA GO) system by July 22, 2026. Applicants must maintain active SAM.gov and Grants.gov registrations. Awards generally require a 25% non-federal cost share, though qualified small impoverished communities and eligible tribal nations may receive an increased federal cost share of up to 90%. Eligible project categories include hazard mitigation planning, project scoping, and physical mitigation projects focusing primarily on flood, earthquake, and wildfire risks. All funded projects must demonstrate cost-effectiveness through a FEMA-approved Benefit-Cost Analysis (BCA) and comply with the National Environmental Policy Act (NEPA) and standard Environmental Planning and Historic Preservation (EHP) requirements. The budget and performance period is 36 months from the date of the award.
