Grant Opportunity Analysis
The U.S. Department of State’s Bureau of Educational and Cultural Affairs is seeking a cooperative agreement to implement the FY 2026 Young Leaders of the Americas Initiative (YLAI) Fellowship Program, which is designed to foster business partnerships between emerging entrepreneurs from the Western Hemisphere and U.S. companies. The program will bring about 250 participants from Latin America and the Caribbean to the United States for a five- to six-week fellowship that includes orientation, tailored business placements, entrepreneurial training, a closing event, and post-program alumni activities, while about 100 U.S. participants travel overseas to support fellows’ action plans. Proposals should reflect the Department’s substantial involvement and demonstrate capacity for recruitment, program implementation, outreach, and performance monitoring aligned with ECA’s MODE Framework; the period of performance is 18 to 24 months. The anticipated award is $7,875,000, total program funding is $23,625,000, and applications are due June 5, 2026.
