The National Institutes of Health is planning a limited competition cooperative agreement to support the Biomedical Research Environment & Sponsored Programs Administration Development (BRE-SPAD) Program, which aims to strengthen research capacity at resource-limited institutions. The program is intended to help eligible organizations build plans in one or more areas of biomedical research environment, sponsored programs administration, and a post-award pilot research project program. Eligible applicants include private institutions of higher education that are HBCUs, certain Tribal entities, and resource-limited institutions with limited NIH Research Project Grant funding, and applications will be reviewed through standard NIH peer review with only meritorious submissions considered for funding. This is a forecast opportunity with an estimated synopsis posting on November 27, 2027, a closing date of January 27, 2028, and an estimated award and project start date of December 1, 2028; questions may be directed to NIGMSBRE-SPAD@nigms.nih.gov.

The following applicants are eligible:Historically Black College or University (HBCU) (see 20 U.S.C. 1061(2)), ORTribal entity defined as:A federally recognized AI/AN Tribe, as defined under 25 U.S.C. 1603(14); orA Tribal college or university, a Tribal health program, or a Tribal organization as defined under 25 U.S.C. 1603 (24), (25), and (26), respectively; orA consortium of two or more of those Tribal entities, ORResource-limited institutions with limited NIH Research Project Grant Funding
