FY 2025 Rural Capacity Building for Community Development and Affordable Housing Grants (RCB)

The U.S. Department of Housing and Urban Development is seeking grant applications under the FY 2025 Rural Capacity Building for Community Development and Affordable Housing program to strengthen the ability of rural housing and community development organizations, local governments, and Indian tribes to carry out affordable housing and community development work. The grant funds training, education, and support activities such as organizational assessments, strategic planning, board development, technology improvements, stakeholder engagement, performance evaluation, and other capacity-building efforts for eligible rural beneficiaries. Eligible applicants are limited to 501(c)(3) national nonprofit organizations with experience in at least eight HUD Federal regions; no cost sharing is required, leverage is encouraged, and projects in Opportunity Zones receive priority, with applications evaluated on organizational capacity, needs assessment, soundness of approach, leverage, and performance. HUD estimates $6,000,000 in total program funding, expects about five awards with a $750,000 to $3,500,000 range, and requires electronic applications by July 6, 2026, at 11:59 p.m. ET through SAM.gov and Grants.gov.
Eligible Applicants
Only National Organizations that are 501(c)(3) nonprofits, other than institutions of higher education, may apply for RCB funding.For the purpose of the RCB program, a National Organization must be a single non-profit organization that has ongoing experience conducting RCB eligible capacity building activities in rural areas with rural housing organizations, local governments, and Indian tribes as evidenced by work within the last ten years in at least eight of HUD"s Federal regions. Having relevant experience working in one state in a HUD region is sufficient for counting that region towards the eight-region minimum.
