Kinship Navigator Programs: Replication and Tribal Adaptation​​

The Administration for Children and Families, ACYF/CB, is seeking cooperative agreement applicants to expand the replication and tribal adaptation of evidence-based Kinship Navigator Programs under CFDA 93.605. The program funds state and tribal child welfare agencies to implement Clearinghouse-rated kinship navigator models, with tribal applicants able to adapt model manuals to fit tribal policies, practices, and culture while preserving core components. Applicants must focus on either replicating an existing rated model or developing a tribal adaptation, and priority goes to agencies that do not already operate a Title IV-E Kinship Navigator Program; organizations that are not state or tribal child welfare agencies must partner with a Title IV-E agency. Applications are due July 9, 2026 at 11:59 p.m. Eastern, with an estimated 10 awards ranging from $400,000 to $500,000 each and a total estimated program funding of $5 million.
Eligible Applicants
If the applicant is not the title IV-E agency, it should partner with a title IV-E agency. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
