The Department of Homeland Security and the Federal Emergency Management Agency are seeking applications for the Fiscal Year 2026 Intercity Passenger Rail program to protect critical surface transportation infrastructure and the traveling public from potential terrorist attacks. Funding will support projects aligning with five national priority areas, including cybersecurity, protection of soft targets, support for fusion centers, election security, and border crisis response, as well as enduring needs like equipment, training, and exercises. Amtrak is designated as the sole eligible applicant for this single cooperative agreement, which features a three-year period of performance from September 1, 2026, through August 31, 2029, and requires all submitted Investment Justifications to be labeled as Sensitive Security Information. Applications must be submitted through the FEMA GO portal by July 24, 2026, with an expected total funding amount and award ceiling of $9.5 million.
