Grant Opportunity Analysis

The Pipeline and Hazardous Materials Safety Administration is offering the FY 2026 State Damage Prevention grant program to help states prevent damage to underground pipeline facilities and strengthen existing damage prevention programs. The work supports state programs that address the nine elements of an effective damage prevention framework, including communication, stakeholder partnership, training, public education, enforcement, technology, and data analysis, with project descriptions, expenditure plans, and performance reporting required. Eligible applicants must be state authorities or, for intrastate gas transportation, municipalities that have the required PHMSA certification or agreement, a governor’s written designation, and active registrations such as UEI, SAM, grants.gov, and FedConnect; the performance period is 12 months. Applications are due June 19, 2026, with awards up to $100,000, and PHMSA says applications received after the deadline may not be considered and only one application will be accepted from each applicant.

Eligible Applicants (Varies by Program) Any state authority (or municipality with respect to intrastate gas transportation) that is or will be responsible for preventing damage to underground pipeline facilities is eligible as long as 1) the state participates in the oversight of pipeline transportation pursuant to an annual 49 U.S.C. §60105 certification or 49 U.S.C. §60106 agreement in effect with the Pipeline and Hazardous Materials Safety Administration, and 2) is designated by the state's governor, in writing, as the eligible recipient of the grant funding.
