Announcement of Enhancements to Identity Verification Services and Funding Opportunity to Support State Costs Associated with Participation in Such Services

The U.S. Department of Labor’s Employment and Training Administration is offering a discretionary grant to support state costs tied to enhanced identity verification services through GSA’s Login.gov for unemployment insurance fraud prevention. The funding is intended for State Workforce Agencies to implement or transition to the enhanced service and cover related onboarding and participation expenses. The enhanced services include IAL2 certification and in-person USPS verification, and states must also provide non-digital identity verification options; the performance period is 36 months starting January 1, 2026. Applications are due by April 30, 2026 via Grants.gov, grants are available up to $400,000, and questions may be sent to Charlene Wright at wright.charlene@dol.gov.
