Affordable Housing and Supportive Services Demonstration
Grant Opportunity Analysis
The Department of Health and Human Services Administration for Children and Families Office of Community Services is offering the Affordable Housing and Supportive Services Demonstration program to test how expanding supportive services for low-income residents improves housing stability, economic mobility, and overall well-being. Selected recipients must use the cooperative agreement funding to provide comprehensive case management, expand direct support services, identify service gaps, and participate in a federal program evaluation. Eligible applicants are limited to Community Action Agencies and tribes funded by the Community Services Block Grant in FY 2025 that own affordable housing units and can provide a ten percent cost-share match. Applications must be submitted electronically via Grants.gov by August 24, 2026, to compete for one of approximately seven awards ranging from $150,000 to $300,000.
Eligible Applicants
Eligible applicants are Community Action Agencies (CAAs) and tribes that were funded directly by the CSBG in FY 2025 (see Appendix A) that own affordable housing units and provide support services to residents of the affordable units. CAAs and tribes funded directly by CSBG, by nature of this funding support, work to provide public welfare, health, and social services to their communities. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
