The award is expected to cover both U.S.-based and international-based exchanges, with a single recipient responsible for overall administration and oversight of any sub-awards, and the attached performance monitoring materials indicate use of ECA’s MODE framework with survey and administrative data reporting. One award of $4,000,000 is anticipated, proposals are due May 26, 2026, and eligible applicants are U.S. nonprofit organizations or educational institutions with at least four years of international exchange experience and SAM.gov registration with a UEI.
