OVC FY 2026 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking
Grant Opportunity Analysis
The Office for Victims of Crime is seeking applications for the FY 2026 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking grant. Funded projects must develop and expand a multidisciplinary, collaborative task force approach designed to increase human trafficking victim identification, service provision, and case investigations. To be eligible, applicants must form a partnership consisting of a lead law enforcement agency and a lead victim service organization, both of whom must submit separate applications with identical proposal narratives and distinct budgets. The program requires cost-sharing or matching funds, and the Office for Justice Programs expects to make approximately 30 awards with an individual award ceiling of $1,000,000. Applications must be submitted through Grants.gov and JustGrants by the closing deadline of October 14, 2026.
Eligible Applicants
This NOFO requires each lead applicant to submit their entity’s application separately in Grants.gov and JustGrants (one application submitted by an eligible lead law enforcement agency and one application submitted by an eligible lead victim service organization). Partnering law enforcement and victim services applicants are expected to submit identical proposal narratives and separate and distinct budgets. Applicants that do not apply with an eligible partner will not be considered for funding.
