The U.S. Department of State’s Bureau of Counterterrorism is funding a cooperative agreement to strengthen Pakistan’s counterterrorism capacity in Balochistan while protecting American economic and security interests tied to critical minerals and U.S. commercial access. The work is intended to build sustainable Pakistani law enforcement capability to identify, disrupt, and deter terrorist networks through technical assistance for critical infrastructure protection and, if needed, complementary equipment provision. The program focuses on Pakistani ownership, institutional capacity, and eventual self-sufficiency amid threats from groups including the Balochistan Liberation Army, ISIS-K, and Tehreek-e-Taliban Pakistan. Applicants are expected to use logic model and performance management planning materials, and the opportunity provides one award of $5,821,410.
