FY26 Collaborative Reform Initiative Program
Grant Opportunity Analysis
The U.S. Department of Justice, Office of Community Oriented Policing Services, is seeking applications for the FY26 Collaborative Reform Initiative Program to support state, local, territorial, and Tribal law enforcement agencies. The cooperative agreement program is split into two funding categories to deliver customized, agency-driven technical assistance on more than 60 topics and to provide targeted assistance to agencies experiencing high-profile events or major incidents. Category 1 is limited to law enforcement stakeholder membership associations, while Category 2 eligibility includes for-profit, nonprofit, and higher education institutions willing to forgo profit or management fees. The program has an estimated total funding of $4,200,000 to support approximately two awards with a ceiling of $3,450,000, and proposals must be submitted by August 24, 2026.
Eligible Applicants
CATEGORY 1 APPLICANTS: Eligibility for the FY26 Collaborative Reform Initiative Technical Assistance Center (CRITAC) program is limited to law enforcement stakeholder associations (membership organizations). CATEGORY 2 APPLICANTS: Eligibility for the FY26 Collaborative Reform Initiative (CRI): Critical Response program is limited to for-profit (commercial) organizations, nonprofit organizations, and institutions for higher education. For-profit organizations (as well as other recipients) must forgo any profit or management fee.
