Countering Terrorist Recruitment Online
Grant Opportunity Analysis
The U.S. Department of State, Bureau of Counterterrorism, is seeking applications for a cooperative agreement to support law enforcement in countering online recruitment efforts by U.S.-designated foreign terrorist organizations. Recipients will focus on combatting cross-border recruitment and the use of emerging technologies, such as generative artificial intelligence, by jihadist networks, drug cartels, and individual extremists. Grantees will be required to develop a robust Performance Monitoring Plan containing a mix of SMART outcome-level and output-level indicators, including at least three Bureau of Counterterrorism standard indicators, to rigorously measure project implementation and results.
