Advancing Outbreak Detection, Notification, and Response Capacity by Implementing 7-1-7 in Partner Countries

The Centers for Disease Control and Prevention's Division of Global Health Protection is seeking applications for a cooperative agreement to strengthen partner countries' capacities to detect, notify, and respond to infectious disease outbreaks. Recipients will implement activities outside the United States under the Detect-Notify-Respond framework to meet the 7-1-7 target, which requires detecting suspected outbreaks within seven days, notifying authorities within one day, and initiating an effective response within seven days. The five-year program utilizes a structured component funding strategy consisting of core multi-country priorities and five approved-but-unfunded rapid response mechanisms. Proposals will be evaluated based on background and approach, evaluation and performance measurement, and organizational capacity, with a ten-point preference given to documented local in-country partners. Applications must be submitted electronically by August 14, 2026, to compete for the estimated $25 million in total Year 1 funding, with inquiries directed to DGHPNOFOs@cdc.gov.
