Grant Opportunity Analysis
The U.S. Department of Labor, on behalf of the U.S. Department of Education’s Office of Postsecondary Education, is offering the Strengthening Institutions Program FY 2026 competition to provide discretionary grants that help eligible institutions of higher education improve academic programs, institutional management, and fiscal stability. The program supports five-year projects through Individual Development Grants and Cooperative Arrangement Development Grants that are intended to strengthen institutional capacity, expand services for low-income students, and increase self-sufficiency. Eligible applicants must be accredited, state-authorized institutions that meet the program’s eligible institution criteria, and applications must address the absolute priority while optionally competing under preference priorities related to career pathways, short-term workforce programs, or advancing artificial intelligence in education; rural institutions may receive additional points, indirect costs are not allowed, and infrastructure work is subject to the Build America, Buy America Act.
