Improving Lake Superior outflow regulation and quantifying uncertainty

The U.S. Army Corps of Engineers Engineer Research and Development Center is seeking a cooperative agreement to improve Lake Superior outflow regulation by quantifying uncertainty in new outflow rating equations. The main work is a comprehensive uncertainty analysis for discharge rates across gate openings and water levels, tied to ratings being developed by the University of Michigan, and optional funding may support a high-fidelity Delft3D FM hydrodynamic model of the St. Marys River. The award requires collaboration with the University of Michigan modeling team, use of the publicly available Large Lake Statistical Water Balance Model, and a 12-month performance period; eligibility is limited to non-federal partners of the Great Lakes Northern Forest CESU. Statements of interest are due June 4, 2026, and full proposals, if invited, are due July 6, 2026, with up to two awards and a total program funding level of $400,000.

This opportunity is restricted to non-federal partners of the Great Lakes Northern Forest Cooperative Ecosystems Studies Unit (CESU). Disclosures of current and pending support made in this application may render an applicant ineligible for funding. Prior to award and throughout the period of performance, ERDC may continue to request updated continuing and pending support information, which will be reviewed and may result in discontinuation of funding.
