Kinship Navigator Programs: Evaluations
Grant Opportunity Analysis
The Administration on Children, Youth and Families Children’s Bureau is offering a funding opportunity to support the implementation and rigorous evaluation of existing Kinship Navigator Programs. Selected recipients must administer program services, establish a comprehensive program manual, and conduct thorough implementation, impact, and cost evaluations using randomized controlled trials or quasi-experimental designs to generate evidence for the Title IV-E Prevention Services Clearinghouse. This initiative requires a three-year project period divided into an initial six-month planning phase and a subsequent evaluation phase, prioritizing states and tribal communities that do not currently operate an approved Title IV-E program. The agency plans to award approximately eight cooperative agreements from an estimated $4,800,000 in total funding, with individual awards ranging from $400,000 to $600,000 and requiring a 25 percent non-federal cost-sharing match. Eligible Applicants
If the applicant is not the title IV-E agency, it shall provide a letter of commitment from the title IV-E child welfare agency to implement the title IV-E Kinship Navigator program that meets the Clearinghouse"s requirements of being rated as either a promising, supported, or well-supported practice criteria upon the completion of the three-year project period. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
