The Administration for Children and Families’ Family and Youth Services Bureau is offering a discretionary grant for the Competitive Personal Responsibility Education Program to support development and implementation of PREP projects in states and territories that do not accept FY2026 State PREP allocations. The program funds educational work for youth ages 10 to 19 and for pregnant and parenting youth under 21, with a focus on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS. Projects must also address at least three adulthood preparation subjects, and eligible applicants are limited to local organizations and entities or consortia with the capacity to carry out the work; faith-based and community organizations that meet the eligibility rules may apply, and no matching requirement is listed. Eligible Applicants
Eligible applicants are limited to local organizations and entities or consortia, with the capacity to develop and implement Competitive PREP projects in in states and territories that do not accept FY2026 allocations for State PREP. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible for awards under this funding opportunity.
