Grant Opportunity Analysis
The Office of Local Defense Community Cooperation is offering FY 2026 Defense Community Infrastructure Program grants to state and local governments and not-for-profit, member-owned utilities to address community infrastructure deficiencies that support military installations. The program covers projects such as transportation, schools, hospitals, emergency services, utility infrastructure, and demolition, with projects generally required to be construction-ready, owned by an eligible entity, and located off-installation except where specific exceptions apply. Eligible Applicants
The Secretary of War1 (hereinafter “the Secretary”), through the Office of Local Defense Community Cooperation, may award grants under this Notice to state and local governments, and to not-for-profit, member-owned utility services. “State” and “local governments” are defined in Title 2 of the Code of Federal Regulations, Section 200.1 (2 C.F.R. § 200.1). The guidance in 2 C.F.R. § 200.332 prescribes how entities eligible to receive funding under the Defense Community Infrastructure Program may act as pass-through entities. Proposals must be submitted on behalf of any proposed sub-recipient. Any proposals submitted by a sub-recipient will not be considered.
