Grant Opportunity Analysis
The Office for Victims of Crime (OVC) is offering a federal grant opportunity titled "OVC FY25 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking." This initiative aims to support jurisdictions in developing and expanding a multidisciplinary task force approach to enhance responses to human trafficking, focusing on improved victim identification, service provision, and case investigations. Eligible applicants must include both a lead law enforcement agency and a lead victim service organization, each submitting separate applications through JustGrants; partnerships without an eligible partner will not be considered. The grant has an award ceiling of $1,000,000 and a floor of $700,000, with applications due by March 11, 2026. For further assistance, applicants can contact the OJP Response Center at OJP.ResponseCenter@usdoj.gov or visit the additional information page at https://ovc.ojp.gov/program/human-trafficking/grants-funding.
Eligible Applicants
This NOFO requires each lead applicant to submit their entity’s application separately into JustGrants (one application submitted by an eligible lead law enforcement agency and one application submitted by an eligible lead victim service organization). Please see the Application and Submission Information section for more specific guidance on coordinating application materials. Applicants that do not apply with an eligible partner will not be considered for funding. Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply.
