The U.S. Army Corps of Engineers, Fort Worth District is seeking Statements of Interest for a cooperative agreement to support implementation of the Installation Natural Resource Management Plan for Navy Region Hawaii and Joint Base Pearl Harbor-Hickam in Oahu, Hawaii. The work focuses on technical support for INRMP implementation, including subject matter expertise in stormwater, wastewater, and hazardous waste management, along with data analysis, field site visits, quality assurance, reporting, and plan updates. The effort is authorized under the Sikes Act and is limited to Cooperative Ecosystem Studies Units; the base period is 12 months with up to six additional 12-month follow-on periods, and award eligibility also requires an active NIST SP 800-171 DOD Assessment. Statements of Interest are due April 27, 2026, must be limited to two pages, and the notice identifies one award with an approximate base-period amount of $843,655.
Eligible Applicants
This funding opportunity is ONLY available for Cooperative Ecosystem Study Units under the Hawaii-Pacific Islands, Colorado Plateau, and Rocky Mountain Units. SIKES AUTHORITY ONLY: In accordance with the 16 USC 670c-1, Sikes Act, projects for the implementation and enforcement of integrated natural resources management plans, priority shall be given to Federal and State agencies having responsibility for the conservation or management of fish or wildlife.
