Grant Opportunity Analysis
The U.S. Mission to Kyrgyzstan, through the U.S. Embassy in Bishkek Public Diplomacy Section, is seeking cooperative agreement proposals to promote American leadership and innovation in STEM in the Kyrgyz Republic. The program focuses on expanding rural STEM education, helping Kyrgyzstani audiences use American technologies and methods, supporting educators, and building connections between Kyrgyzstani and U.S. STEM organizations. Applicants are expected to include a Performance Monitoring Plan with an M&E narrative and datasheet, SMART indicators, quarterly reporting, and a monitoring approach that can be approved by a U.S. Government M&E specialist if selected. The opportunity has no matching requirement, offers awards from $10,000 to $50,000, expects up to three awards, and closes at 11:59 p.m. Bishkek time on April 30, 2026; inquiries go to BishkekProjectProposals@state.gov.
Eligible Applicants
The following organizations are eligible to apply Kyrgyz Republic-Registered: Not-for-profit organizations, including think tanks and civil society/non-governmental organizations Public and private educational institutions Individuals U.S. non-governmental organizations (NGOs), educational institutions, and individuals seeking funding to support cultural and/or educational program in the Kyrgyz Republic and partnering with Kyrgyz Republic-registered organizations. For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
