AI Summary
The Performance Monitoring Plan (PMP) outlines a structured approach for grantees to measure progress toward goals and objectives in federal funding opportunities. It serves as a program management tool, detailing data collection methods, indicators, and resources for monitoring and evaluation (M&E). Grantees must provide an M&E Narrative, demonstrating their capacity, identifying responsible individuals, and allocating budget for M&E. The PMP Datasheet requires consistent problem statements, objectives, and activities from the proposal. It also specifies the development of outcome and output indicators, data collection methods, and the setting of measurable targets. Regular quarterly reporting on actual achievements, total targets achieved, and percent of target achieved is mandatory. The document emphasizes transparency, conciseness, and the use of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators. Key terms like Evaluation, Monitoring, Theory of Change, Goal, Objective, Outcome, Output, Activity, Indicator, Target, and Method are defined, providing a comprehensive guide for effective performance monitoring.

AI Summary
The Performance Monitoring Plan (PMP) provides a framework for grantees to measure progress toward goals and objectives outlined in a Notice of Funding Opportunity (NOFO). It details how and when data will be collected, and resources allocated for program implementation, monitoring, and evaluation (M&E). The PMP, a living document, requires approval by a U.S. Government M&E Specialist if a proposal is accepted. Grantees are advised to keep PMPs transparent and concise. Key components include an M&E Narrative, outlining the organization's capacity and approach to monitoring outcomes, and an M&E PMP Datasheet. The datasheet covers problem statements, objectives, activities, outcome/output indicators, data collection methods (e.g., surveys, focus groups), and targets/actuals. The document defines key terms like

AI Summary
This document outlines instructions for creating a Performance Monitoring Plan (PMP), a crucial tool for measuring progress toward grant goals and objectives. It details two main components: the M&E Narrative, requiring a description of the applicant's capacity to monitor and evaluate project outcomes, including responsible personnel, budget allocation, expected progress, and data collection tools; and the M&E PMP Datasheet, which requires consistent problem statements, objectives, and activities from the proposal. The datasheet further elaborates on developing outcome and output indicators, data collection methods (e.g., surveys, focus groups), and setting measurable targets and reporting actuals quarterly. Key terms like 'evaluation,' 'monitoring,' 'theory of change,' 'goal,' 'objective,' 'outcome,' 'output,' 'activity,' 'indicator,' 'target,' and 'method' are defined. The document emphasizes that indicators should be SMART (Specific, Measurable, Achievable, Relevant, Time-bound) and provides examples of both output and outcome indicators. It also includes useful resources for data gathering and understanding M&E concepts, stressing the PMP as a dynamic, detailed, yet concise, and transparent document that is a work-in-progress, subject to U.S. Government M&E Specialist approval.
