Grant Opportunity Analysis
The Health Resources and Services Administration (HRSA) is offering a grant opportunity through the Medical Student Education Program (MSE) aimed at supporting public medical schools in states projected to experience a shortage of primary care physicians. The program seeks to expand or enhance educational resources for medical students preparing to enter the healthcare workforce, specifically targeting the top quartile of states identified with significant physician shortages. With an estimated total funding of $13 million, the HRSA plans to award approximately eight grants, with individual awards ranging from $1 million to $1.625 million. Eligible Applicants
To determine eligibility, HRSA uses the National Center for Health Workforce Analysis (NCHWA) projections1 through 2038, which indicate there are 41 states with a projected shortage of primary care physicians. The top quartile of states with projected shortages of primary care physicians include 12 states: Alabama, Arizona, Florida, Georgia, Kentucky, Mississippi, Nevada, New Jersey, Oklahoma, Tennessee, Texas, and Utah. HRSA has identified accredited public, non-profit osteopathic and allopathic medical schools in the eligible states using the Commission on Osteopathic College Accreditation (COCA) and Liaison Committee on Medical Education (LCME). Excluding schools with active MSE grants, Appendix A lists the 23 public medical schools in six states that appear eligible for this funding opportunity.Note: Grantees currently receiving MSE funding are not eligible to apply for 2026 MSE funding.
