Grant Opportunity Analysis

The U.S. Consulate General Mumbai, through the U.S. Mission to India, is seeking proposals for a cooperative agreement to implement the public diplomacy initiative “Solutions for Energy Security: A U.S.–India Energy Technology Partnership.” The program is intended to promote U.S. energy technologies in India by convening government, industry, academic, and media stakeholders and building commercial and policy links that support energy security. The work includes regional conferences, a virtual mentorship program, and a national conference in Mumbai, with emphasis on areas such as energy storage, smart grids, digitalization, small modular reactors, and geothermal energy. The project is expected to be completed within 18 months, with $300,000 available for one award, applications due June 20, 2026, and questions directed to MumbaiGrants@state.gov.

The following organizations are eligible to apply both U.S. and foreign organizations and individuals 1 Not for profit organizations, including think tanks and civil society or non governmental organizations 2 Public and private educational institutions 3 Public International Organizations and Governmental institutions. For profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub contract with other entities, but only one, nonprofit, nongovernmental entity can be the prime recipient of the award. When subcontracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. For more information on the difference between subcontract and subrecipient, please refer to 2 CFR 200.331.
