Grant Opportunity Analysis

The U.S. Mission to Libya is seeking grant proposals for the 2026 Alumni Engagement Innovation Fund to support exchange alumni projects that advance economic growth, stability, and stronger U.S.-Libya partnerships. Projects should foster entrepreneurship, innovation, workforce development, commercial diplomacy, STEM education, English language and cultural exchange, civil society collaboration, and activities that celebrate America’s 250th birthday. Proposals must be submitted by teams of at least two eligible alumni, may be implemented by alumni alone or with nonprofit, NGO, think tank, or academic partners, and must follow the budget form’s itemized-cost rules and limits on travel, speaker/trainer fees, and project management fees. Applications must be emailed with an accompanying budget to LibyaUSAAlumni@state.gov by May 9, 2026 at 23:59 Libya local time; the award range is $5,000 to $35,000 with about $70,000 expected total funding for two awards.

Applicants must be alumni of a U.S. government-funded exchange program (https://alumni.state.gov/list-exchange-programs ) or a U.S. government-sponsored exchange program (https://j1visa.state.gov/ ). Applicants must be submitted by exchange alumni or alumni associations of USG exchange alumni. No other organizations are eligible to apply. Exchange alumni can partner with not-for-profit or non-governmental organizations, think tanks, and academic institutions to implement project activities. The grant can be issued to the individual alumni or partner organization.
