Grant Opportunity Analysis

The U.S. Army Corps of Engineers, Fort Worth District is seeking a cooperative agreement to support Marine and Mammal Habitat Monitoring for Cook Inlet Beluga Whale prey and salmon monitoring at Joint Base Elmendorf-Richardson. The work focuses on monitoring salmon productivity, enumerating escapement and out-migration, and conducting invasive species surveillance using eDNA. The project is intended for CESU members in the Alaska and Colorado Plateau regions, with emphasis on demonstrated qualifications and capability for similar work, including salmon monitoring, sonar operations, and Alaskan fieldwork; the base period is 18 months with six possible 18-month follow-on periods. Statements of Interest are due by noon CDT on April 17, 2026 by email, questions are due by noon CDT on March 27, 2026, and the intended recipient and subcontractors or vendors must have an active NIST SP 800-171 Assessment.

A cooperative agreement is being offered ONLY to members of the Cooperative Ecosystem Studies Units (CESU) Program Region(s) Alaska & Colorado Plateau Regions This project will be awarded under the authority of 16 USC 670c-1, Sikes Act. For projects for the implementation and enforcement of integrated natural resources management plans, priority shall be given to award to Federal and State agencies having responsibility for the conservation or management of fish or wildlife.
