Mentor Program for English Educators

The U.S. Department of State’s Embassy Cairo Public Diplomacy Section has issued a Notice of Funding Opportunity (Opportunity No. PDS-CAIRO-004-FY26) for the "Mentor Program for English Educators." This cooperative agreement, valued up to $150,000 for a performance period of six to eight months, aims to strengthen English language education capacity in Egypt and support workforce development in alignment with U.S. foreign policy priorities. The program will train 150 Egyptian English instructors from all governorates through an intensive, one-week, 56-hour course covering TESOL methodologies, critical thinking, classroom management, and AI-enhanced teaching methods. To ensure a sustainable multiplier effect, trained participants are required to complete 100 hours of documented volunteer mentorship, reaching over 1,500 peer English teachers. Eligible applicants include non-profit organizations, civil society groups, and public international or governmental institutions with experience in teacher training. The Regional English Language Office (RELO) Cairo will maintain substantial involvement in all program phases, including approving curriculum, key personnel, and monitoring and evaluation (M&E) plans. Applications must include mandatory federal forms, a detailed narrative proposal, a budget justification, and a comprehensive M&E Performance Monitoring Plan. The submission deadline is August 9, 2026. Evaluation criteria focus on program feasibility, organizational capacity, project planning, budget reasonableness, M&E, and sustainability.
