Description

The Office of Naval Research (ONR) is seeking proposals for its Young Investigator Program (YIP). The Office of Naval Research (ONR) is seeking proposals for Long-Range Science and Technology (S&T) Projects that can enhance and improve Navy and Marine Corps operations. This announcement highlights ONR's broad role in competitively funding meritorious research across various science and engineering disciplines. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to participate, although no specific set-aside is allocated for them or other socio-economic groups. Both small and large businesses are encouraged to compete for funding consideration. It is important to note that Federally Funded Research & Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA. However, teaming arrangements between FFRDCs and eligible principal Offerors are allowed, subject to the sponsoring agreement between the Government and the specific FFRDC. Navy laboratories, military universities, warfare centers, and other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this BAA. If any of these organizations are interested in the programs described, they should contact an appropriate ONR Technical POC to discuss their area of interest. University Affiliated Research Centers (UARCs) are eligible to submit proposals under this BAA, unless precluded by their Department of Defense UARC contract. Teams are encouraged to submit proposals in any areas, but Offerors must be willing to cooperate and exchange software, data, and other information in an integrated program with other contractors and system integrators selected by ONR. Applicants should be aware that disclosures of current and pending support made in their application may render them ineligible for funding.
