The Department of the Army Materiel Command is seeking basic research applications for the Fiscal Year 2026 Research and Education Program for Historically Black Colleges and Universities and Tribal Colleges and Universities. Successful applicants will conduct systematic basic research and student education activities in science, technology, engineering, and mathematics disciplines that align with long-term national security needs and critical defense technology areas. Projects must focus on fundamental scientific study, with critical restrictions prohibiting funding for student support, equipment purchases exceeding $10,000, or foreign travel. This funding opportunity has an application deadline of August 11, 2026, with individual award amounts ranging from $100,000 to $2,000,000 over a performance period of up to 48 months.
Eligible Applicants
As provided in Section 223 of the FY 2026 NDAA, eligibility for this competition is open only to “Historically Black Colleges and Universities and Tribal Colleges and Universities” which are defined as:a. The term ‘‘Historically Black College or University’’ has the meaning given the term ‘‘part B institution’’ under section 322 of the Higher Education Act of 1965 (20 U.S.C. 1061).b. The term ‘‘Tribal College or University” has the meaning given the term in section 316(b) of the Higher Education Act of 1965 (20 U.S.C. 1059c(b)).
