Grant Opportunity Analysis

The U.S. Mission to Morocco is seeking a cooperative agreement to fund the Tech Innovation Lab, a national public diplomacy program that helps participants in Morocco apply American technology and business practices to real-world challenges. The project should deliver a cohort-based program in two to four Moroccan cities, with hands-on workshops, mentorship from American experts, and applied project work focused on sectors such as agriculture, fisheries and the blue economy, logistics, tourism, and services. The program should build technical capacity to use U.S.-developed tools, including artificial intelligence, while connecting participants with U.S. companies, experts, and innovation ecosystems, and it must comply with embassy approval of venues, recruitment plans, and program materials. One award is anticipated with total funding of $200,000, for a 12- to 18-month performance period starting around October 2026, and applications are due by July 13, 2026 at 23:59 GMT+1 by email to Rabatgrants@state.gov.

The following organizations are eligible to apply: Moroccan and U.S. non-profit organizations, educational institutions, and civil society organizations with demonstrated experience in STEM programming, youth engagement, and innovation.All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov as well as a valid registration in SAM.gov. Please see Section D.3 for more information. Individuals are not required to have a UEI or be registered in SAM.gov.
