Section 4 Capacity Building for Community Development and Affordable Housing
Grant Opportunity Analysis
The Department of Housing and Urban Development is offering Section 4 Capacity Building for Community Development and Affordable Housing grants to strengthen the ability of Community Development Corporations and Community Housing Development Organizations to carry out community development and affordable housing work for low-income, homeless, physically disabled, first responder, veteran, and related populations. The program funds training, technical assistance, pass-through grants, housing financing, loans, predevelopment assistance, and limited administrative activities tied to managing the Section 4 program. Eligibility is limited to three designated nonprofit 501(c)(3) organizations, and cost sharing or matching is required; the accompanying environmental review carried forward the prior finding of no significant impact, so no new EIS is required. HUD expects three awards totaling $84 million, with awards ranging from $1 million to $42 million, and electronically submitted applications are due July 6, 2026, by 11:59 p.m. ET; the listed contact is capacitybuilding@hud.gov.
Eligible Applicants
Eligible applicants must be nonprofit organizations having 501 (c) (3) status with the IRS identified in Section 4 of the HUD Demonstration Act of 1993 (Public Law 103-120, 107 Stat. 1148, 42 U.S.C. 9816 note), as amended, and the FY 2024 and FY 2025 Appropriations. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
