Grant Opportunity Analysis

The Bureau of Indian Affairs is seeking Tribal Energy Development Capacity grants to help federally recognized Tribal entities and Tribal Energy Development Organizations build management, organizational, and technical capacity for energy development on Indian land. The work can support development of organizational and business structures, Tribal energy codes and policies, strategic energy planning, and related legal and regulatory infrastructure, with a new TERA Pathways topic area available for applicants pursuing Tribal energy self-determination under the TERA framework. Projects must occur on Indian land, proposals are evaluated on clarity, project objectives, scope of work, and budget, and some activities such as resource assessments, equipment purchases, and general education are ineligible. Awards range from $10,000 to $450,000, applications are due July 16, 2026 at 11:59 pm ET through Grants.gov, and submissions must include a Tribal resolution, UEI, and ASAP enrollment with BIA.

Additional Eligibility Information

Only Indian Tribes and Tribal Energy Development Organizations (TEDOs) are eligible to receive TEDC grants for projects on Indian land, as provided under the Energy Policy Act of 2005, as amended, and codified under sections 3501-3503 of title 25 of the United States Code (25 U.S.C. §§ 3501-3503). TEDC grants may only fund projects occurring on Indian land as defined in the under 25 U.S.C. § 3501.
