The U.S. Department of Labor’s Employment and Training Administration is offering Workforce Innovation and Opportunity Act (WIOA) Consolidated Activities Program allotments for Program Year 2026 to eligible outlying areas, including American Samoa, Guam, the Commonwealth of the Northern Marianas Islands, the Republic of Palau, and the U.S. Virgin Islands. The funding supports Adult, Dislocated Worker, and Youth activities, with outlying areas able to apply for a single consolidated WIOA grant. The guidance covers allocation formulas, financial reporting, transfer and reallotment of funds, sub-state allocation requirements, salary caps, and submission of the SF-424 through Grants.gov.
