ScaleUp Bolivia
Grant Opportunity Analysis
The U.S. Mission to Bolivia, through Embassy La Paz, is seeking a cooperative agreement for ScaleUp Bolivia to move more than 100 informal Bolivian businesses into the formal economy while expanding partnerships with U.S. companies and markets for American products and services. The project should provide guidance on business registration, tax compliance, labor requirements, permits and licenses, financial management training using U.S.-based accounting tools, access to credit and banking, and links to U.S. suppliers, technology providers, and local partners. It is expected to formalize at least 15 businesses per city, connect at least 20 newly formalized businesses with U.S. suppliers or service providers, and coordinate with Bolivia’s tax authority, municipal governments, chambers of commerce, AMCHAM, and U.S. fintech companies; the proposal package also calls for a detailed budget narrative aligned to SF-424a, with standard cost categories, no construction, and indirect costs handled through NICRA or the de minimis rate. One award of $40,000 is planned, and applications are due July 15, 2026, with submissions sent to LaPazGrants@state.gov.
