Fiscal Year 2025 Regional Catastrophic Preparedness Grant Program

The Fiscal Year 2025 Regional Catastrophic Preparedness Grant Program (RCPGP), managed by the U.S. Department of Homeland Security (DHS) and FEMA, allocates $10.8 million to enhance state and local disaster preparedness. It targets six states—Alaska, California, Colorado, Florida, North Carolina, and Texas—selected based on their significant risks and needs for planning against catastrophic incidents, including extreme weather events. The program emphasizes improving housing, community resilience, and reducing long-term vulnerabilities. Eligible applicants are exclusively State Administrative Agencies (SAAs) from the designated states, which must submit their proposals by August 15, 2025. The grants focus on planning, organization, training, and exercising, but exclude costs for equipment, construction, or public safety personnel hiring. Applications will be evaluated based on the project's ability to close identified preparedness gaps, enhance resilience, and benefit communities identified as at risk. Recipients will partake in ongoing evaluations to measure project impact against established core capability targets developed from THIRA/SPR assessments.
