The U.S. Department of State’s Bureau of Educational and Cultural Affairs is seeking a cooperative agreement to implement the FY 2026 Kennedy-Lugar Youth Exchange and Study (YES) high school exchange program. The work includes managing overseas operations, recruiting and selecting inbound participants, arranging travel, maintaining participant databases and websites, and coordinating host family and school placements, American Excellence activities, and ongoing participant support. The program will bring up to 270 foreign high school students to the United States for an academic semester, with an optional YES Abroad component for up to 30 American students, and proposals must include a detailed budget plus a strong performance monitoring and evaluation plan using the MODE Framework; substantial Department of State involvement is expected and the performance period is 15 months. One award is anticipated at approximately $10 million, and applications are due May 26, 2026.
