The U.S. Department of Housing and Urban Development is offering the Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) Program for fiscal year 2026 to help residents of public and Indian housing progress toward economic and housing self-sufficiency. The grant supports hiring a Service Coordinator who assesses resident needs and connects participants to local training and supportive services, and may also fund direct services that support the program’s goals. The program is intended to address educational, professional, and health barriers, including supportive services for elderly residents and residents with disabilities so they can age in place. Eligible applicants include resident associations, multifamily owners, Indian Tribes, and tribally designated housing entities, with cost sharing required, and HUD expects electronically submitted applications by September 28, 2026. The posted funding range is $272,250 to $816,750, with estimated total program funding of $40,000,000 and an email contact at ross-pih@hud.gov.
Eligible Applicants
Resident Associations (RAs) are eligible to apply. RAs must have either locally incorporated nonprofit status (usually designated by the state) or 501(c)(3) nonprofit status designated by the IRS.Multifamily Owners are eligible to apply. Multifamily Owners that are applying to serve RAD PBRA residents must be the entity that has the legal right to lease dwelling units in the PBRA project(s) to be served.Indian Tribes as defined in Section 4(13) of NAHASDA (25 U.S.C. 4103) are eligible to apply.Tribally-Designated Housing Entities (TDHEs) as defined in section 4(22) of NAHASDA (25 U.S.C. 4103) are also eligible to apply for FY25 ROSS funding. Tribes are reminded that the number of ROSS-SC positions they are eligible to apply for is based on the number of occupied units in projects to be served that receive NAHASDA-rental assistance as of the application deadline Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
