Grant Opportunity Analysis
The Bureau of Educational and Cultural Affairs is seeking cooperative agreement proposals to implement the FY 2026 FLEX Global high school exchange program. The work covers either or both program components: an Administrative Component for overseas operations, participant recruitment and selection, travel, host family recruitment and placement for outbound participants, databases and websites, alumni activities, events, and overall coordination, and a Placement Component for host family and school placement of inbound participants in the United States, regional American Excellence activities, and ongoing monitoring and support. The opportunity also requires applicants to use ECA’s performance monitoring framework, including relevant MODE indicators, survey-based data collection, demographic disaggregation, and target setting for program outcomes such as cross-cultural competence, civic engagement, and participant skills. Applications are due June 29, 2026, with no cost sharing required; the opportunity lists one award for the Administrative Component and six to ten awards for the Placement Component, and provides Amy Schulz as the contact.
