The U.S. Department of State’s Bureau of Counterterrorism is seeking a cooperative agreement to launch the Western Hemisphere Counterterrorism Legal and Financial Disruption Program. The program is designed to strengthen Latin American and Caribbean partners’ ability to counter Foreign Terrorist Organizations by improving legal frameworks, training investigators, prosecutors, and judges, and disrupting terrorist financing and related criminal networks. It also emphasizes practical skills, multi-agency coordination, information sharing with U.S. counterparts, coordination with existing regional training efforts such as ILEA, and attention to newly designated FTOs and Iranian proxy threats. Applications are due June 12, 2026 at 5:00 PM EST, with one anticipated award of up to $8,880,118 for a 24-month performance period, and applicants must have a UEI and active SAM.gov registration.
