FY 2026 Susan Harwood Training Grant Program - Targeted Topic Training

The Occupational Safety and Health Administration is seeking applications for the FY 2026 Susan Harwood Training Grant Program to deliver occupational safety and health training to workers and employers in small businesses, high-hazard industries, or those facing training barriers. Grant recipients must develop and conduct instructor-led training addressing no more than two of twenty-two OSHA-specified topics, integrating worker rights, employer responsibilities, and whistleblower protections. To qualify, programs must not utilize hybrid or asynchronous training, administrative costs must be capped at 25 percent of total funding, and the cost per trainee cannot exceed $500. The performance period runs from September 30, 2026, to September 30, 2027, and selected projects are capped at a maximum award of $215,000. Applications must be submitted through Grants.gov by July 31, 2026, and inquiries can be directed to HarwoodGrants@dol.gov.
Eligible Applicants
Eligible applicants are: nonprofit organizations including institutions of higher education; OSHA-approved State Plans that receive grants under section 23(g) of the Occupational Safety and Health Act of 1970 (OSH Act); entities that operate On-Site Consultation programs that receive grants under Section 21(d) of the OSH Act: and OSHA Training Institute (OTI) Education Centers authorized by OSHA under Section 21(c) of the OSH Act.Entities are eligible to receive only one Susan Harwood Training Grant award regardless of the number of qualifying roles they fulfill. For example, an OTI Education Center that also serves as an On-site Consultation program is only eligible to receive a single Susan Harwood Training Grant award. Faith-based organizations are encouraged to apply, as are any eligible organizations. Those that meet the eligibility requirements may receive awards under this funding opportunity. DOL will not, in the selection of recipients and administration of the grant, discriminate on the basis of an organization's religious character, affiliation, exercise, or lack thereof, or on the basis of conduct that would not be considered grounds to favor or disfavor a similarly situated secular organization.
