Grant Opportunity Analysis

The U.S. Department of State, through the U.S. Consulate General Naha, is seeking proposals for a cooperative agreement to implement the Okinawa Disaster Preparedness and Crisis Response Fora. The selected recipient will plan and execute two disaster preparedness forums—one on the Okinawa main island and one on Miyako Island—designed to strengthen crisis response capacity and advance U.S.-Japan emergency management cooperation. The project must be completed within a 15-month period of performance, and successful applicants must submit a comprehensive Performance Monitoring Plan including a narrative and datasheet to be approved by a government specialist before the award is finalized. Eligible applicants include non-profit organizations, educational institutions, individuals, public international organizations, and government institutions. Proposals must be submitted to TokyoPASGrants@state.gov by August 10, 2026, for award funding estimated between $75,000 and $100,000.
