The Bureau of International Narcotics-Law Enforcement is seeking a cooperative agreement to expand police recruitment in Colombia as part of efforts to counter foreign terrorist organizations and transnational criminal organizations. The program will provide scholarship support for qualified candidates from INL Bogotá’s priority geographic areas and help build a more capable, professional Colombian police force. It is intended to support the recruitment and training of about 1,000 CNP students each year, including 600 for non-commissioned officer roles and 400 for commissioned officer roles, with scholarship funds managed through structured financial controls, monthly electronic funds transfers, and documented disbursements subject to audit. The opportunity has no cost share requirement, anticipates one award, and lists $3 million to $4 million in funding, with applications due July 13, 2026.
