FY2026 SNAP Healthy Fluid Milk Incentives – Cooperative Agreement

The U.S. Department of Agriculture’s Food and Nutrition Service is seeking applications for the Fiscal Year 2026 Healthy Fluid Milk Incentives Cooperative Agreement. The selected recipient will develop and implement modernized point-of-purchase incentive programs to increase the purchase and consumption of fluid milk among SNAP participants. Applicants must partner with SNAP-authorized retailers, focus on automated discount or EBT integration incentive models, and dedicate at least 65 percent of the funding directly to consumer incentives. Proposals will be evaluated on project design, implementation, sustainability, budget, and staff capability, with bonus points available for projects targeting high food-insecurity areas or partnering with dairy farmers.
