FY 2026 Sports Diplomacy On Demand Program

The U.S. Department of State’s Bureau of Educational and Cultural Affairs is seeking proposals for the FY 2026 Sports Diplomacy On Demand Program, a cooperative agreement to support short-term sports exchange projects that advance U.S. foreign policy and cultural priorities. The recipient will design and implement about 40 rapid-response sports exchanges for roughly 120 to 140 participants, including athletes, coaches, sports administrators, and other sports leaders, while handling recruitment, logistics, and performance monitoring. The program emphasizes flexible project design, strong networks, a high-quality communications approach, and alignment with ECA’s MODE Framework, with ECA substantially involved in project development, participant selection, and oversight. Eligible applicants are U.S. public or private nonprofit organizations with at least four years of international exchange experience, a UEI, and active SAM.gov registration, and applications are due May 26, 2026 through Grants.gov. The opportunity anticipates one award of $2,000,000.
