Undercover Backstopping Project
Grant Opportunity Analysis
The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs in Mexico City is seeking organizations to support an Undercover Backstopping Project that strengthens Mexico’s ability to conduct undercover operations against transnational criminal organizations and drug cartels. The work focuses on providing recommendations to close gaps in Mexico’s legal protections for undercover agents and to improve identity management systems for those officers. It is intended to help Mexican federal and state law enforcement safely and reliably carry out undercover operations that support U.S. and Mexican investigations, and the opportunity is structured as a cooperative agreement with no cost sharing requirement. The award range is $1,000,000 to $1,500,000, with two awards expected, and applications are due June 15, 2026.
