FY 2026 Mobile Payments Solution for SNAP Authorized Farmers - Cooperative Agreement

The U.S. Department of Agriculture’s (USDA) Food and Nutrition Administration (FNA) has released a Fiscal Year 2026 Request for Applications (RFA) for the Mobile Payments Solution for SNAP Authorized Farmers Cooperative Agreement. Under Assistance Listing Number 10.545, FNA is offering up to $4,000,000 in total funding over a three-year period (September 2026 to September 2029) to fund up to three cooperative agreements. Eligibility is restricted to non-profit organizations with 501(c)(3) status and accredited domestic institutions of higher education. The primary objective of this agreement is to expand SNAP recipient access to fresh, local agricultural products by helping direct marketing farmers (DMFs) and farmers’ markets (FMs) accept SNAP Electronic Benefit Transfer (EBT) transactions. The selected cooperator(s) will facilitate a shared stakeholder vision, conduct outreach to non-authorized farmers, and provide access to a secure, existing SNAP Mobile Transaction Processing Application (The App) or eCommerce platform at no cost to participating farmers for up to one year. Additionally, the cooperator will train and technically support farmers on using this technology and monitor program metrics. Applications must be submitted electronically via Grants.gov by July 31, 2026, at 11:59 PM EST. Applicants must obtain a Unique Entity Identifier (UEI) and register in SAM.gov at least four weeks prior to submission. Applications will be evaluated out of 100 points based on Project Design, Implementation and Monitoring, Sustainability, Budget Appropriateness, and Staff Capability. No cost-sharing or matching funds are required.

Additionally, the selected cooperators must implement, train, and support DMFs on using a secure Mobile Transaction Processing Application or eCommerce platform. These technologies must meet USDA security and transaction guidelines, with the agreement covering technology licensing costs for participating farmers at no cost for their first year. Applications must include a project narrative, an activities tracker mapped to the program's five key objectives, and a detailed budget narrative. To be considered, applicants must hold active registrations in SAM.gov, possess a Unique Entity Identifier (UEI), and submit all required federal forms through Grants.gov by the deadline of Friday, July 31, 2026, at 11:59 pm EST. Award decisions are anticipated by September 30, 2026.
