The Bureau of International Narcotics-Law Enforcement is offering a grant opportunity titled "Employability Skills for At Risk Youth to Prevent Crime and Violence". This grant aims to train youth in employability skills and help them secure internships at companies or businesses, with the possibility of securing paid employment. The target population for this project is youth aged 18 to 35 in various locations in Costa Rica, including the provinces of Limon and Puntarenas, as well as several cantonments such as San Jose, Alajuela, Liberia, Garabito, Heredia, Sarapiqui, Corredores, Cartago, Desamparados, Alajuelita, and Nicoya. The Ministry of Public Security has identified these locations as high violence, at-risk communities. The grantee will work with INL Costa Rica to identify specific places in each province or cantonment where the project will take place and coordinate meetings with the police and municipality. The goal is to graduate at least 100 people in each location during the grant period. The grantee must provide training in a specific skill, study the location and needs of businesses in the area, offer internships for each student, and include training in life skills, personal finances, and job interview skills. Additionally, a diploma and graduation ceremony for each group are required. For more information, please visit the grant opportunity.

Honduras USAID-Tegucigalpa
The federal grant notice titled "Integrated Violence Prevention" is being offered by the Honduras USAID-Tegucigalpa agency. This grant opportunity is a Request for Information (RFI) and is not a commitment by the U.S. Government to issue any solicitation or Notice of Funding Opportunity. The purpose of this RFI is to gather information, opinions, and recommendations on approaches for the implementation of the Integrated Violence Prevention Activity in Honduras. The grant seeks to improve the provision of services to high-risk populations, strengthen existing referral systems, and enhance organizations and institutions responsible for this type of care and related services. The focus is on providing support services to at-risk youth and their families, with an emphasis on identifying and addressing the needs of individuals within their communities. The grant aims to prevent crime and violence by intervening early and providing tailored support services to at-risk youth. The challenges in providing violence prevention services include identifying high-risk youth, accessing them when and where they need services, and ensuring community embedding or anchoring of these services. The grant also emphasizes the importance of gender-specific service provision, as men and women experience violence differently. The grant seeks feedback from industry experts on various aspects, including effective interventions for providing violence prevention services to higher-risk youth, strategies for identifying high-risk youth, pros and cons of family-based interventions, obstacles and solutions for at-risk youth receiving integrated violence prevention services, opportunities for local organizations and the government to provide services, and interventions required for violence prevention services. Interested organizations and individuals can respond to this RFI by emailing Vann D. Rolfson, the Contracting Officer at USAID/Honduras. The closing date for the RFI is November 20, 2018.

Increasing Access to Justice for Vulnerable Populations in the Central African Republic
Active
Bureau of International Narcotics-Law Enforcement
The Bureau of International Narcotics-Law Enforcement, under the U.S. Department of State, is seeking applications for a project to increase access to justice in the Central African Republic (CAR). This project aims to provide basic access to justice services in rural regions and for vulnerable populations in CAR, such as children, elderly, widows, orphans, LGBTQI+ individuals, and victims of sexual- and gender-based violence (SGBV). The justice institutions in CAR lack the necessary infrastructure and resources to effectively provide legal services to a significant portion of the population, particularly in remote and conflict-affected communities. The project seeks to address this issue by improving knowledge of the court system operations, available legal protections, and facilitating access to courts. The absence of accessible, functional, and credible justice institutions has a profound impact on the lives of marginalized populations in CAR, increasing the risk of physical violence. The funding for this project is estimated to be between $1,000,000 and $2,000,000, with an expected number of two awards. Private institutions of higher education, U.S.-based non-profit/non-governmental organizations (NGOs), U.S.-based educational institutions, foreign-based non-profits/NGOs, and foreign-based educational institutions are eligible to apply. Applicants must also demonstrate business registration in the Central African Republic. The deadline for applications is August 5, 2024.
