Grant Opportunity Analysis

The Small Business Administration is offering the FY 2026 Federal and State Technology (FAST) Partnership Program to fund state-based efforts that strengthen the technological competitiveness of small businesses and expand participation in SBIR/STTR. Awardees will provide outreach, technical assistance, and financial support to help small businesses increase SBIR/STTR proposals and awards, with collaboration across eligible states or territories where appropriate. The program uses cooperative agreements with a three-year project duration, annual budget periods dependent on performance and funding availability, and requires a non-federal match of 50%, 75%, or 100% depending on state ranking, with at least 50% of the match in cash; applications will be evaluated on organizational experience, project management, coordination of SBIR/STTR efforts, and project design, with emphasis on underserved areas. Up to $9,000,000 is available for awards of up to $180,000 each, and proposals must be submitted through Grants.gov by July 16, 2026, at 4:00 PM Eastern Time.
